How it works

After an OSHA inspection, the employer may receive a citation and notification of penalty. From that day there are 15 working days to contest the citation; within that contest period the employer can also accept and pay, or request an informal conference with the area office. Abatement deadlines run as well, and abatement must be certified and documented under 29 CFR 1903.19. For a small company without a safety department, this is a stressful two weeks.

Many small employers call a safety consultant or a lawyer, at day rates that add up quickly. Others simply pay. Citation Response Pack helps the employer and the consultant prepare a clear response quickly, at a fixed price per citation.

You upload the citation. Each item is laid out in plain words: which standard is cited, what condition was found, the classification — serious, other-than-serious, repeat or willful — the proposed penalty and the abatement date. You see at a glance what is at stake and where the deadlines are.

For each item the pack builds an abatement plan: what must be done, who will do it and by when. It lists the evidence OSHA usually expects — photos, invoices for equipment, training records — and prepares the abatement certification letter to send when the work is done.

If you decide to request an informal conference, the pack prepares notes: the facts of each item, what has already been corrected, and the points that can support a lower penalty. Since July 2025 the 70 percent penalty reduction for size, previously limited to employers with ten or fewer employees, extends to employers with up to twenty-five. The notes show which reductions may apply to your company.

Everything stays in one file per citation: the citation, the plan, the evidence, the letters and the outcome. If another inspection comes, the history is ready.

Safety consultants can use the pack for their clients and keep a separate file for each citation.

A typical case starts the day the citation arrives. You upload it, read the plain-language summary and see the deadlines on one screen. Within a few days you have an abatement plan, a list of evidence to collect and a draft letter. When the corrections are done, you add the photos and receipts, and the certification letter is ready to send.

Citation Response Pack is not legal advice and does not represent you before OSHA. For contested cases or willful and repeat items, a lawyer is the right choice. We are not affiliated with OSHA or the U.S. Department of Labor.

Questions

How fast do I need to act?

The citation gives 15 working days to respond; abatement deadlines are set per item in the citation.

Does it represent me before OSHA?

No. It prepares the plan, letters and notes; you or your representative deal with OSHA.

Can a safety consultant use it for clients?

Yes, with a separate file for each citation.

Is this legal advice?

No. For contested cases or willful and repeat items, talk to a lawyer.

Can I use it already?

Not yet. The service is in preparation, and we are checking whether employers need it.
